Testing Phase has launched for Game Officials Licensing 2025-27
MIES (Switzerland) – The FIBA Game Officials Licensing (GOL) program for 2025-27 has entered its second phase, beginning January 1, 2025. This critical stage focuses on evaluating candidates through fitness tests and written exams as part of the qualification process.

Fitness Testing Underway

Throughout January, referee candidates are undergoing FIBA’s Referees’ Basic Fitness Test. Each national federation must record the tests and submit them for verification to FIBA Referee Operations. Passing criteria for the fitness test include:
- 86 laps: All male candidates and female candidates aiming for the Black License.
- 66 laps: Female candidates seeking Green or White License categories.

Written Testing to Begin on 15 January

The Written Test phase for referee and commissioner candidates is set to start on January 15. The process is divided into two parts:
1. Training Period (January 15 – February 28): Candidates can practice via an e-learning platform with unlimited attempts and no time restrictions.
2. Testing Period (March 1 – March 15): Candidates will face a timed assessment with only one attempt to complete the test.

Referee candidates will cover topics such as FIBA organization, the 2024 Official Basketball Rules, Individual Officiating Techniques (IOT), and 3-Person Officiating Mechanics (3PO). Commissioner candidates, in addition to the FIBA organization, the 2024 Official Basketball Rules modules will focus on Table Officials’ roles, duties, and rules, as well as Event Operations.

Multilingual Training Resources

While the Written Test and Official Basketball Rules are only available in English, the various manuals are available in English, French, and Spanish. All the manuals are accessible through the iRef Library App. Candidates and national federations were also briefed in a December webinar conducted by FIBA Referee Operations, which provided detailed guidance for the testing phase.

Final Data Verification Ahead

The testing phase will be followed by a final data verification period in April and May, ensuring all results and submissions meet FIBA’s rigorous standards.

FIBA continues to uphold its commitment to excellence and integrity in officiating, with the GOL program playing a pivotal role in maintaining high standards for selection of the best-qualified game officials worldwide.
