MIAMI (United States) – As part of its long-term commitment to the development of officiating, the FIBA Americas Regional Office continues to invest in programs designed to identify and prepare the next generation of international referees. During the FIBA Basketball World Cup 2027 Americas Qualifiers in early March, the Refereeing Department delivered a series of workshops across the region, reinforcing FIBA’s strategic pillar of empowering and strengthening National Federations. The workshops were organized in Managua (Nicaragua), Buenos Aires (Argentina), Kingston (Jamaica), and Belo Horizonte (Brazil).
Each workshop brought together young national referees identified by their federations as officials with strong potential for future development. The program provided them with the opportunity to learn directly from FIBA Elite Program Referees, exposing them to the standards, expectations, and philosophy that define officiating at the international level.

A Full-Day High-Performance Learning Experience
The workshops were designed as intensive full-day learning experiences, combining lectures, video analysis, and interactive discussions. Through this format, participants were immersed in the high-performance environment of international officiating, gaining valuable insights into the competencies required to officiate at the highest levels of the sport.
The sessions encouraged referees to actively participate, analyze real game situations, and exchange perspectives with the speaker and fellow officials from different parts of their country. This collaborative environment helps participants develop the analytical mindset and decision-making capabilities required for modern basketball officiating.
Key Topics for Modern Officiating
The referees explored several core areas, including processing the play, reading the game, refereeing mechanics, last two minutes situations, and the decision-making process. These learning modules combine technical instruction with real game analysis, enabling referees to strengthen both their understanding of the rules and their cognitive approach to officiating. By focusing on these elements, the program aims to ensure consistent, confident, and accurate decision-making on the court.

Strengthening the Future of Officiating in the Americas
Beyond technical development, the workshops provided referees with the opportunity to evaluate their current level and identify areas for improvement. Participants are encouraged to reflect on their own performance and begin outlining personal development pathways toward international officiating.
”These workshops are a key component of our long-term strategy to strengthen refereeing across the Americas. By exposing national referees to FIBA’s philosophy, decision-making principles, and performance standards, we are building a sustainable pathway for the next generation of international officials,” says Leonardo Zalazar, Referee Manager of FIBA Americas.
Programs like these play a crucial role in expanding the pipeline of referees with potential, while also helping National Federations strengthen their domestic officiating structures.

A Comprehensive Approach to Referee Development
The workshops form part of a broader development ecosystem led by the FIBA Refereeing Department.
In addition to the in-person activities conducted during international competitions, the program is complemented by monthly virtual clinics. These online sessions allow referees to access knowledge directly from leading professionals involved in officiating development. Presentations are delivered by active FIBA referees, referee instructors, fitness coordinators, and specialists in areas such as sports psychology, nutrition, and performance preparation, offering referees a holistic approach to their professional growth.

Furthermore, National Federations also have the opportunity to host the Referee National Training Camp, a more comprehensive training event conducted over two full days. These camps simulate the full experience of a high-level competition environment, allowing referees to participate in the preparation, game execution, and post-game analysis processes that characterize elite officiating programs
Through these initiatives, the FIBA Americas Regional Office continues to strengthen its commitment to referee education and talent identification, ensuring that promising officials across the region have access to the tools, knowledge, and mentorship required to reach the highest levels of international basketball.
